Gallipolis, OH - Reconstruct Existing General Aviation Airport Terminal Building (23047)

This project will include replacement of the existing rotating airport beacon. The new rotating airport beacon is proposed to be a LED, Type A (medium intensity) unit reconstructed on an FAA approved tip-down pole. The new beacon and pole will be reinstalled at the same location and height as the existing beacon which is located adjacent to the airfield lighting power and control vault building. This project will include replacement of the existing General Aviation Airport Terminal Building. The new building will be constructed in the same location as the existing General Aviation Airport Terminal Building. The existing Terminal Building was built in the 1960’s and is well beyond its useful life, run-down, in ADA and other general public-use building non-compliant condition and, in need of other interior and exterior improvements such as a reliable and efficient HVAC system, new roof, new windows and new doors. This project will demolish the existing building and construct utilities such as natural gas, municipal water, sanitary sewer, power, and telecommunication utilities to defined locations approximately 10-feet outside the proposed new terminal building. This project will also involve site preparation, grading, and drainage for the new building.

The successful bidder must comply with requirements set out in the contract documents including all Federally Required Contract Provisions including but not limited to the Buy American Preference, Foreign Trade Restrictions, Davis Bacon Requirements, Affirmative Action Requirements, Government wide Debarment and Suspension, Government wide Requirements for a Drug-free Workplace, and Non-Segregated Facilities Requirements.

The project site is within a restricted area of the airport and may only be viewed by permission and accompaniment by authorized airport personnel. Prospective bidders requesting to view the project site shall contact the airport manager, Mr. Kaleb Arms at 740-645-8232.

Each bid must be accompanied by a Certified or Cashier's Check, or a bid bond, in the amount of 5 percent of the total amount bid, made payable to the Gallia County Commissioners as a guarantee that, if the bid is accepted, a contract will be entered into with the Gallia County Commissioners within fifteen (15) days and its performance secured by a payment and performance bond in the amount of 100 percent of the contract price and, in default thereof, said check or bond will be forfeited to the Gallia County Commissioners as liquidated damages.

The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the contract documents.

No bidder may withdraw their bid prior to sixty (60) days after the actual date of the opening thereof. The Gallia County Commissioners reserves the right to reject any and all bids and the right to waive any informalities or irregularities in the bidding.
